Senate Energy Bill Faces Showdown

Financial Spread Trading A year after President Bush outlined his energy program, the Senate passed legislation yesterday containing billions of dollars in new tax breaks for conservation and production. The bill, however, rejects the President's top energy proposal -- oil drilling in the Arctic National Wildlife Refuge.

The bill faces an uncertain future in the Senate. The Senate will not consider small tax extension bills on an individual basis, according to senior tax writers on the Senate Finance Committee. Instead, it would most likely try bundle those bills, such as the AMT extension, to reconciliation instructions for the Fiscal Year 2005 federal budget.

Nfl Betting Spread The Senate approved the energy package 88-11, with both New Jersey Democrats Robert Torricelli and Jon Corzine voting with the majority.

It's no secret that energy executives enjoy a cozy relationship with the Bush administration, whose energy policy served as the basis for recent energy bills in both the House and the Senate. But Americans deserve policies that promote safe, clean and affordable energy, not policies that are a grab bag of pricey giveaways to corporate polluters. The measure Mr. Kerrey praises rightly died as Congress adjourned. Lawmakers should oppose efforts to resurrect this flawed legislation next year and instead write a bill that benefits consumers, not campaign contributors.

Commodity Spread Trading The vote sets up a showdown with the House, which last year passed an energy bill that focuses more on helping energy companies boost production, including drilling in the Alaska refuge.

year politics will jam much legislation, pressed to reject the four because they are so popular, said House Ways and Means Chairman William Thomas ( Calif.). "These are the kind of bills that can break the logjam in the Senate, " asserted Thomas. The House has patiently awaited action by the Senate on a variety of bills including foreign sales corporation repeal and energy policy, and the tax measures may serve as vehicles to address the unfinished legislation.

Betting Exchange Spread Much of the Senate debate, which stretched over six weeks, centered on security concerns because of America's reliance on oil from abroad, including the volatile Middle East. Republicans argued for more domestic production, while most Democrats maintained the answer was in conservation.

Advanced Commodity Spread This legislation "should increase our energy independence," said Majority Leader Tom Daschle (D-S.D.) He called it "a far more responsible, progressive, consumer-friendly energy policy" than that outlined by the administration and passed by the House last August.

Those standards and other measures to strengthen the power grid are key parts of the energy bill before the Senate. Passage of this bill would be a major step forward in ensuring our nation's energy security.

Online Spread Betting Bush said that between the Senate bill and the House version there will be "the elements of a comprehensive energy policy." Together, Bush said in a statement, the two bills "include the major conservation and environmentally responsible production measures needed to reduce our reliance on foreign sources of energy."

Stock Spread Trading But there was no certainty that the sharp differences between the House and Senate bills will be overcome. Senate Democrats said after yesterday's vote that they viewed the Arctic drilling issue as dead, while Republicans indicated they were intent on reviving it in the final bill they send to the President.

Betting Horse Racing Spread Environmentalists, meanwhile, called the Senate bill a disappointment.

Complete Guide Spread Trading "Finding environmentally friendly provisions in this bill is like looking for a needle in a haystack," complained Elizabeth Thompson, legislative director of Environmental Defense, who was sharply critical of the failure to do anything to boost automobile fuel economy or require more efficient air conditioners.

Sport Spread Betting The Senate twice rejected proposals that were aimed at reducing the growing demand for fuel by automobiles and other passenger vehicles, which guzzle the equivalent of nearly 8 million barrels of oil a day. One proposal would have required automakers to increase their fleet-wide fuel economy to 35 miles per gallon. It was defeated after heavy auto industry lobbying against it.

Low Spread Forex Trading Nevertheless, Democrats said the bill, which at times had appeared to be in danger of falling apart over a tax dispute as well as Arctic drilling, provides a broad balance between energy production and conservation, including help for consumers to better insulate their homes and buy more fuel-efficient windows.

Trading Spread And Seasonals "There's a lot in there that does increase energy production," said Sen. Jeff Bingaman (D-N.M.), citing tax breaks aimed at promoting fossil fuel and renewable energy development and incentives to build a natural gas pipeline in Alaska. At the same time, he said, it "moves us to more energy efficiency in the country."

Betting Guide Insider Sports Republicans said it still does too little to increase domestic oil production and reduce America's reliance on imports.

Arbitrage Spread Trading Still, Republican leader Trent Lott (R-Miss.) said the Senate bill marks "a major achievement" and said he looked forward to merging it with what he called "stronger provisions" in the House bill. "We need more production across the board," said Lott.

Betting Spread Successful The Senate bill would provide $14 billion worth of tax breaks over 10 years, divided about evenly between help for renewable energy and conservation programs and the traditional fossil fuel energy producers. The House bill calls for $33 billion in tax incentives focused more heavily toward the oil, gas, coal and nuclear industries.
